At Prime Minister Stephen Harper, under pressure by the representatives of opposition parties, putting forward their demands. Voting on the budget is a vote of confidence, but the Conservatives need the support of at least one of the three parties to stay in power. The failure of the draft budget can lead to new elections, but none of the opposition parties in recent years has not expressed a desire to initiate a process of regime change.

At the same time steadily increasing number of English-speaking immigrants - in 2008 in English said 56.6 percent of new residents in 2007 - 53,7 percent, and in 2002 - 43,4 percent.
