The Chinese communistic authorities are afraid of attention to their infringements as it can affect legitimacy of a mode in the homeland and abroad. For this reason they worked much achieving from the foreign governments that problems with human rights were mentioned only behind the closed doors. When all is reduced to negotiations behind the closed doors, the communistic mode has possibility to ignore a situation with human rights in the country and its essential changes. Similar dialogue also create illusion of progress in the field of human rights which represents the facts a little.
