Briefly I will say this: You can grow just 1% per year, as do Canada and the United States. It is about the size of population, growing at the expense of permanent migration (in the U.S., this growth is partly due to natural increase).

In educational migration, in principle, no restrictions on Canada Immigration - how many of our universities will be able to absorb foreign students, and so let them adopt. Here, unfortunately, most other restrictions - our universities are not so many can.
